Consider making CoC document the default README.md

It might be helpful to put the CoC on the home page of this repository by deleting the current README.md and renaming CODE_OF_CONDUCT.md to README.md. This will remove one additional step in the process of reaching the primary content of this repository, which may make the process of reading this statement a bit easier for people who don't have much experience navigating GitHub repositories.
