Explain local usage of sso

Locally you would still need an AdminPanelUser in order to have it working. It would be nice to include the configuration and command how to setup/create an admin user as described here: https://github.com/nodes-vapor/admin-panel-provider#seed-a-user
Fixed in the Vapor 3 version as this is on the consumer now. It's also explained in the readme now.
