Add license to repo

I see that you have a Creative Commons Attribution-ShareAlike 4.0 International License as the governing license on the WTFJHT site itself. That should be added to the repo as well.

I think my intention is to license the content under CC, not the repo. However, the repo should have it's own license, since CC isn't a good solution for software. Will add soon. Suggestions?

MT is the go to for a lot of projects I'm aware of. It has very limited restrictions on sharing and is very compatible with other software licenses as a result. But I'm not sure. It depends on what is important to you for the license. You're using a Share-Alike CC license for the actual content, so if you're specifically interested in a share alike license GNU General Public License v3.0 might be a better choice.

This commit adds a GNU General Public License v3.0 to the repo and clarifies the Creative Commons Attribution-ShareAlike 4.0 International License for the content, as well as adding a privacy policy and terms of use.
