History capture does not include label history

Labels are captured in the ClearCase history at the point at which the
labelled version was created. This is almost certainly much earlier in
the repository history than the label was applied. This also does not
capture label history (if it is moved).
I have a patch for this based on using "cleartool lhhistory -minor -nco"
rather than "cleartool lshistory" (other parameters the same)
