allow to disable waveform caching for tracks longer than XX minutes

Feature Description
In order to avoid getting into trouble wrt disk space, let's allow to disable
Let's add a checkbox and a threshold spinbox to Waveforms preferences
- enable waveform caching
- don't cache waveforms for tracks longer than [ ... ]+- minutes
If caching is enabled, enable the threshold settings row, otherwise disable.
