Text color and background color changes don't take effect

Doctor picks the font and background for the users of doctor. We don't want to make this configurable via dashboard by design because it could lead to user error picking sub optimal fonts and colors for documentation. If the user really really wants this changed, they can fork and change the fonts and colors in variable.scss. Therefore closing this as Won't Fix.
