Open File Manager starting in current folder, or folder specified on command line

Is it possible to make File Manager start up with either the current folder or a folder specified on a command line parameter ?

Something like this:

winfile.exe "c:\blah\blah with spaces\blah"

I think this is the same as #266 , I just updated the title to make it more clear and easier to find. We should probably continue this conversation there since it started first.
