We are experience the exact same issue now. We encountered it running the CreateCluster script but I have isolated the faulting line to this:
Get-ServiceFabricRuntimeSupportedVersion -Latest
This cmdlet is inside the Microsoft.ServiceFabric.Powershell.dll module so I can investigate no further.
The system has internet connectivity.
The issue has been mitigated from our end. We will be re-releasing the goal state metadata soon.
