responsibleai-text pypi source does not include requirements.txt and LICENSE - needed for conda feedstock

Describe the bug

- https://files.pythonhosted.org/packages/0a/a0/8f873573901c9fa9d4c719fa40834361a85972547205507fc70c90bf8150/responsibleai_text-0.2.4.tar.gz
does not include requirements.txt - this is preventing the creation of a conda-feedstock for nlp_feature_extractors
To Reproduce
conda build responsibleai-text using the recipe generated by grayskull pypi responsibleai-text

Expected behavior
LICENSE and requirements.txt should be included in pypi source.
