I know that the Microsoft has equipped the version of caffe in windows. But I want to clear whether this version has 'the latest 3rdparty'?

There's no guarantee that the 3rd party packages are latest. In fact, it's likely that they are not latest.
If you detect any that needs to be updated, please send a PR.
