OAuth not working in Teams

It's exactly the same problem this person is having.

In the web chat test, it worked normally, but there is an issue where the button cannot be clicked in the Teams app.
The person above said it worked automatically within a day, but I still don't work after 3 days.

This is success in web chatting.

I think maybe the manifest file is not applied.
If i deploy using github action uses: azure/webapps-deploy@v2, isn't it automatically applied?
Should I always visit the following link?
https://admin.teams.microsoft.com/policies/manage-apps

I was able to update the manifest via a user with admin permissions at
https://admin.teams.microsoft.com/policies/manage-apps.
After applying, it was reflected when I logged out and logged in.
