Unable to deploy - "No Language set, please check local.env.example for DEFAULT_LANGUAGE"

I tried to follow the steps here PubSec-Info-Assistant/docs/deployment/deployment.md at main · microsoft/PubSec-Info-Assistant (github.com), and the step “make deployment” throws the following errors "No Language set, please check local.env.example for DEFAULT_LANGUAGE".
The previous script is asking me to create local.env file for customization, but the error is complaining about local.env.example. I made both local.env and local.env.sample the same. Both files have the DEFAULT_LANGUAGE set. Actually, they are there by default. I even move the line to the top of the file. And it is still complaining the same error.
Never mind, I figured it out.
