Update Azure OpenAI Service preview API version

Azure OpenAI Service APIs
- 2023-03-15-preview
- 2023-06-01-preview
- 2023-07-01-preview
- 2023-08-01-preview
will be retired on April 2, 2024. Information Assistant should be updated to use version 2023-12-01-preview.

I have tested updating to 2023-12-01-preview and will include in my infrastructure PR soon as the current plan
This will be addressed in our next release before the retirement of this version.
