Add documentation around various set up to enforce code formatting

It was suggested that it would be useful to add further instruction around how one can enforce automated formatting in IDEs such as Visual Studio and VS Code, those instruction can be added to a page in the wiki and both repos can reference that page from the following readmes in the code. Currently those pages just do an overview of how would add a commit hook in their local repo since there is no way in github to do this automatically:
