Currently, node-sass 4.12 not supported by Node 13

sass/node-sass#2770

Please update version of node-sass to 4.13

Looks like there is a need to bump node-sass version to 4.13 here https://github.com/michaelwayman/node-sass-chokidar/blob/master/package.json#L38
