Reset signal oscillates

The RESET signal oscillates when a programmer is connected.
This is due to the voltage drop at R16:
The LEDs are on → the current is high → the voltage drop over R16 is high → the battery monitor U5 asserts the RESET signal to low.
Then the LEDs are off → the current is low → the voltage drop is low → the battery montior sets RESET high.
The cycle starts from scratch.
