Handle `Execute` message (Some states)

Hi

I was not able to find any docs on how the server should handle this message, also I tried to send that directly to the PostgreSQL Server but it gets no response and causes infinite loop in some states (for example you are not able to connect to this server using some tools/libs like dbeaver)...
