Meaningful user error for connection issues

Especially in the case of shibboleth it often occurs that the basic front-end is in the cache, but the endpoint cannot be reached. In that case we should at least show a useful error message. If we can do so reliable, we could even trigger a full reload so that the user gets to login to shibboleth.
