Merge conditional tokens before a proposal ends

The conditional vault allows for merging tokens now. metaDAOproject/futarchy#66
There could probably be some UI that offers users the option to merge any number of tokens they have with equal number in both pass and fail. The merge tokens instruction allows for any arbitrary number of tokens to be merged.
