Add CU limits on transactions

I've just tested it and you can greatly increase the % of transactions that land if you use the ComputeBudgetProgram.setComputeUnitLimit instruction. We should be able to improve the UI's hit rate if we do the same.
examining some tx with vault/openbook, most are under 100_000 CU
a good default would be 150_000 CU
