Provide monitoring that helps us detecting stale links in blog posts

Add a GHA workflow on a schedule that checks for broken links and sends an alert into the #eng_blogs channel.
I think it would be enough to raise an issue in this repo instead of directly notifying in #eng_blogs channel
I was assuming it was easier to do a slack notification than creating an issue -- whatever is more efficient to implement, what counts is a signal.
