Why can't I set the amount of resources for logstash?

Short answer is, because it's not yet implemented.

Long answer, you can set the mem

Command-line argument	Environment variable	Default	What it does
--logstash.heap-size=H	LOGSTASH_HEAP_SIZE=H	32	The memory allocation pool for the Logstash process will be limited to H megabytes
