Why does changeFasterLane not cause traffic jams?

With impatience=100000, speedDev=0.5, sigma=0.75, and

    changeFasterLane = changeFasterLaneBuilder(likelihood=1, speedThreshold=2)

and 5 vehicles start ACC halfway through.
