Functions.php & Search Box

I am seeing several widgets like breadcrumbs talking about functions.php. But i do not find this file. Should i create this file? , If yes, in which directory , should i place this file.

Is there a search plugin?

That should be for the legacy version of Mecha. Please download it from the 0 repository. And read the documentation here.
