chore: clarify phrasing

Right now text in the UI will be phrased as
- "Supported only in Shanghai hard fork."
- "Supported only in Canyon hard fork"
- "Supported only in ArbOS 11 hard fork"
However, those are the last, most recent forks on each chain. This should be clarified to say "Supported since {hard fork name}" when the hard fork is the most recent one for that network
