CSS Sidebar: many functions are not listed

Summary
In the CSS sidebar, many of the function pages are not listed. For example, the color functions, which have the page type css-function
but are nested in the color_value
directory are not listed under the Functions header in the sidebar.

is listed, but hsl()
is not.
Reproduction steps
- visit any CSS page
- scroll to "functions" in the sidebar.
- Notice that many functions are missing.
Expected behavior
all the CSS functions should be listed under the Functions header -- all pages with page-type: css-function
in the front matter.
Actual behavior
Only top level pages with the page-type: css-function
frontmatter are displayed in the side bar. If a css function is nested under any contend other than directly in /CSS/, the function is not displayed in the sidebar.
