Build fails missing Rccp_0.12.6.tar.gz from CRAN

It appears Rccp was removed from the main src/contrib on or around July 19th, perhaps.
Upstream it's now available at https://cran.r-project.org/src/contrib/Archive/Rcpp/Rcpp_0.12.6.tar.gz, but this is not mirrored at archive.linux for some reason.
