Well, this depends on you, as there a many ways to get a theme working on your WordPress site.
If you have a self hosted WordPress site, then I would recommend downloading me from the WordPress.org repo on your site's theme admin page. You can do that like so.
- In your admin panel, go to Appearance > Themes and click the Add New button.
- Search for Eighties, once your find the theme click Install
- Click Activate to use your new theme right away.
- There is no step four.
NOTE: Currently waiting on approval from WordPress.com. Sorry, there is nothing you can do to help this. Perhaps you should send them a tweet.

Or you could follow these steps.
- In your admin panel, go to Appearance > Themes and click the Add New button.
- Search for Eighties, once your find the theme click Install
- Click Activate to use your new theme right away.
- There is no step four.
Ohhh, you must be a real go-getter. You can download the latest release from Github, then follow these steps and I'll be active in no time.
- In your admin panel, go to Appearance > Themes and click the Add New button.
- Click Upload and Choose File, then select the theme's .zip file. Click Install Now.
- Click Activate to use your new theme right away.
- There is no step four.
