Add config for setting up CI/CD for scope.

FEATURE REQUEST

  • Set up circle CI and coveralls , so whenever a PR is raised CI starts up and builds docker image, where as the coveralls collects the reports i.e, code coverage and posts it on the PR terminal.
  • when PR is merged the docker image gets pushed into docker hub.
