`DeployDialog` handle "policy has not changed" error

This can happen when pressing "Deploy" in the policy editor.
We should also locally detect changes on that to determine whether to allow the dialog to be opened but that can't have perfect accuracy due to multiple editor or any other number of issues.
It's also not closing when using in the policy editor once a deploy is done.
