Re-enrolling device

If enrolling into the same tenant we wanna preserve relations but if enrolling into another tenant we explicitly don't want that behavior.
During the new enrollment we wanna:
- Cleanup the old device record
- Cleanup all relations of the old device record
- Remove all
policyDeployStatuses
