Create new definition of ice storm based on threshold hours of FZRA at any station

Since we've seen that there aren't generally trends in the intensity of freezing rain, it looks like the duration of events was and still is a good proxy for the thickness of glaze ice that we could expect to have accreted at a location.
Since ice accretion is what we're interested for in regard to the definition of an ice storm, change its definition so that if any one station reports at least X hours of freezing rain within a specified time limit (say, six or twelve hours), then we can reasonably expect that there was society-relevant ice accretion at at least one location in the domain and include it in our ice storm dynamics analysis.
