Publish JCOReflector Engine into NuGet.org

Is your feature request related to a problem? Please describe.
JCOReflector engine is available under release section of github, maybe it is useful to have it available into NuGet.org so other projects can reference it using .NET standard techniques.

Create NuGet packages and publish them on NuGet.
