Sometimes the .NET Framework tests still alive after long running, leading workflows to fail

Describe the bug
Running workflows the test related to .NET Framework, especially the one related to the sockets, remains alive for 1 hour and at the end they fails. This leads to a failed workflow that must be restarted more than one time.

To Reproduce
The wrong behavior is not sistematic, but maybe depends on GitHub Virtual environment. To reproduce the behavior:

  1. Change something that trigger the workflows
  2. Wait the issue that happens
  3. See error

Expected behavior
The tests shall execute and close, they can fail, but not stuck.
