County and unitary authorities (E+W)

Hi,

I'm having some trouble creating a topojson file that can be visualised with D3 or D3plus for England and Wales counties and unitary authorities from the ONS website. All the files are contained here:

https://geoportal.statistics.gov.uk/Docs/Boundaries/County_and_unitary_authorities_(E+W)_2014_Boundaries_(Generalised_Clipped).zip

or

https://geoportal.statistics.gov.uk/Docs/Boundaries/County_and_unitary_authorities_(E+W)_2014_Boundaries_(Full_Extent).zip

I've tried QGIS and Mapshaper.com but I can't seem to get it to work. Any help would be much appreciated.

I new to this and after this same data.

Have looked to geojson-precision to try to reduce the file size down but it's still 21M.
