Colours not changing incrementally when scrolling

When scrolling through your demo page (http://clubctrl.com/org/prog/ox-twbs.html#sec-1), the different links to the different sections on the right becomes prominent (I don't think that's explained very well, sorry).
On my web page exported using ox-twbs (https://presentedbykaran.com/harry-potter-monopoly.html), all of the links are highlighted from the very beginning. They do not change as I scroll.
Any ideas why?
