Create new file subproject

Need to create a file subproject and move all ItemReader and ItemWriter classes that read/write data from the file system to this subproject.
com.marklogic.spring.batch.item.reader.SplitXmlDocumentReader
com.marklogic.spring.batch.item.reader.EnhancedResourcesItemReader (related to #244)
