Status Code 403 with API Key

{"message":"Current user not permitted to use Confluence","statusCode":403}
I installed the plugin, set the values as the instructions say, using the newly created API Key. I get a 403 response. Seems pretty straight forward, not sure what I am doing wrong. Is there an organization/account wide setting that has to allow this functionality?
