CMake build doesn't generate mapnik-config

I know the CMake build is new, however it does not generate mapnik-config that is need by mod_tile+renderd.
Ideally mapnik-config would be generated an installed during the CMake build.
I have this on my plan and actually started with it #4256
But I had serious issues generating the file with cmake and had hoped, that pkgConfig would be enough
