Request on server is: EXCEPTION=application/vnd.ogc.se_xml&VERSION=1.1.1&SERVICE=WMS&REQUEST=GetCapabilities&

Error is: Response in incorrect format - text/html

Default to an empty string when HTTP_USER_AGENT is not provided. With no exception response content-type is "application/vnd.ogc.wms_xml" and Microstation works ok.
