There should be a LICENSE file in each package
The LICENSE root file should link to each package/LICENSE
Describe the solution you'd like
The CI should check this as part of it's normal runs, to ensure we do not degrade here.

This issue has been ported from mangrovedao/mangrove.js#244 since it is only relevant for this repository.
