Improve navigation in the semantic field editing dialog

Right now, users have to scroll between the bottom and the top when they add new fields. It would be nice to reduce this. Some ideas:

Have a "go to top" link.

Make the selected list of fields be fixed at the top and the rest of the modal body be scrollable. This way the list of selected fields is always visible.
