Graph API version 4.0 end-of-life

The current version of Net::Facebook::Oauth2 on CPAN (0.12) uses Graph API 4.0, but this will cease to be available in November 2021. The current version is 12.0.
As I understand it, this distribution will cease to work unless we bump the version it uses.
