Face tracking issues

In v3 the face tracking is not functioning correctly.
The code exists from v2 but has not been adjusted to work with new hardware.
Current behaviour is the head moves to attempt to track face but is not entirely successful.
This has been updated and works reliably with debug mode activated in the vision config. When other modules are also enabled the tracking becomes unpredictable.
