Magento version #: 2.3.0

Edition (EE, CE, OS, etc): CE

Expected behavior: Should update with composer

Actual behavior: Error in composer update - not satisfiable by PHP version

Steps to reproduce: Upgrade to Magento 2.3.0 from 2.X
