Cut a release of 1.1, and make it the current stable version

We need to do the following to cut a new release:

1. Finish up some work on the client
2. Add scoped account support to service history view
3. Update the docs
4. Merge 1.1 into master
5. Make a release notes doc with features added per release.
6. Make an announcement to the list.
