core: tag npm version with semver

Description
To keep track of the npm packages like @clutch-sh/core and @clutch-sh/api safely and with confidence, I'd like you to tag their versions with semver rather than timestamps like 1.0.0-beta.20210318103107 as necessary, even if the versions are being the beta, like 1.0.0-beta.2. The changelog, too, if possible.
