backend: tag Go module version with semver

Description
To keep track of the Go module (github.com/lyft/clutch/backend) safely and with confidence, I'd like you to tag its Go module versions with semver as necessary, even if the versions are being the beta, like v1.0.0-beta.2. The changelog, too, if possible.
