ESC1 template name with Chinese error

got a error:
code: 0x80094800 - CERTSRV_E_UNSUPPORTED_CERT_TYPE - The requested certificate template is not supported by this CA
I think this is related to the presence of Chinese in the template
The reason is Certificate Authorities null
