Whether the driver includes WIFI hotspot function？

I found that there is no hotspot function for new WLAN in NetworkManager. Is this a system problem or the driver does not support it?
It is called an Access Point, and my version of the NetworkManager GUI allows the creation of that type of connection. It is a subset of Wifi.
